How HMIC fits together.

HMIC's two product surfaces are designed to work together but can be explained separately. MMS is the control surface -- it decides whether a consequential action can happen at all. Evidence Layer is the proof surface -- it records what happened and produces tamper-evident review packets for the auditors, investigators, and counterparties who will need them later.

MMS controls execution. Evidence Layer proves the decision. Together, they create a prevention-and-proof system for regulated operations, equipment overrides, custody movements, and other workflows where a bad action cannot simply be cleaned up after the fact.
